Legal Update: Introduction of the Integrated Domestic Revenue Administration System (IDRAS)

The Tanzania Revenue Authority (TRA) has announced the completion and rollout of the Integrated Domestic Revenue Administration System (IDRAS), a new digital platform set to transform domestic tax administration in Tanzania. The system will become operational on 9 February 2026, replacing the existing domestic tax systems currently in use. 

This legal update highlights the key changes introduced by IDRAS and the practical implications for taxpayers. 

Overview of IDRAS 

IDRAS is a consolidated digital system designed to integrate all domestic revenue administration processes under a single platform. It covers a wide range of services, including taxpayer registration, return filing and assessment, revenue collection, debt management, electronic tax invoicing, refunds, objections and appeals, tax relief, and communication with TRA. The system also incorporates non-tax services such as driving licence issuance and motor vehicle registration. 

TRA has already completed the first phase of virtual training and is conducting physical training sessions for different categories of taxpayers to support the transition. 

Key Legal and Practical Implications for Taxpayers 

From 9 February 2026, taxpayers will be required to interact with TRA through IDRAS for all domestic tax matters. The system introduces a fully digital approach to tax administration, meaning that submissions of tax returns, applications for refunds, objections, official correspondence, and compliance-related matters will be conducted electronically through the taxpayer portal. 

IDRAS also enhances compliance monitoring through automated reminders for filing and payment obligations, as well as real-time notifications delivered via SMS, email, and the taxpayer portal. Tax clearance certificates for qualifying taxpayers will be issued automatically, reducing delays previously associated with manual processing. 

The system further strengthens document authenticity and audit trails through QR code verification and electronic storage of records, which may have implications for dispute resolution, audits, and evidentiary requirements. 

Benefits and Compliance Considerations 

Key benefits for taxpayers include 24/7 access to tax services, simplified record keeping, real-time application tracking, reduced administrative costs, and improved transparency. The integration of TRA systems with taxpayers’ payroll, accounting, and payment systems is also expected to improve accuracy and efficiency in tax reporting. 

However, taxpayers should note that the full digitisation of tax administration also places greater responsibility on users to ensure timely compliance, accurate data entry, and proper system access management. Failure to familiarise oneself with the system may result in missed deadlines or compliance risks. 

What This Means for Businesses and Individuals 

For businesses, IDRAS will centralise tax compliance obligations across multiple tax heads within a single platform. Integration with payroll, accounting, and payment systems is expected to improve accuracy in tax reporting, particularly for PAYE, VAT, and corporate income tax. Businesses should ensure that internal systems, authorised users, and compliance processes are aligned with the new platform to avoid disruptions, especially during filing and payment periods. 

For individual taxpayers and employees, the system provides direct access to personal tax information through the taxpayer portal. PAYE taxpayers will be able to access PAYE certificates and account details online, while individual traders and professionals will benefit from simplified registration, filing, and communication with TRA. Individuals should ensure that their portal access details are updated and that they understand their ongoing compliance obligations under the new digital framework.
