The next 5 years are posed to be interesting times for mining and energy lawyers and stakeholders. Discussions on the legal and fiscal regimes for the Integrated Tanzania Gas & LNG project has regained momentum. All eyes are on the Tanzanian national oil company known as the Tanzanian Petroleum Development Corporation (TPDC) and the partners, Shell, Exxon, Pavilion Energy, Ophir Energy. At stake is the future of 16 trillion cubic feet of recoverable gas in Blocks 1 & 4 and 20 trillion cubic feet of recoverable gas in Block 2. In contrast, the legal framework for the East African Crude Oil Pipeline Project came into effect in 2021. Both the Ugandan and Tanzanian Governments signing of Host Government Agreements paving the way for a 1,443km crude oil export pipeline from Uganda ending in Tanga, Tanzania where the Marine Export Storage Terminal and the Load-Out Facility will be located. Stakeholders in the mining sector have now become accustomed to the local content requirements and are now watching how the new Mining (Dispute Resolution) Rules, 2021 and the Mining (State Participation) Regulations, 2020 will be implemented.
